Change Manager (identified role 1)

IBA Level 6

Location:  Adelaide, Brisbane, Canberra, Darwin, Melbourne, Perth or Sydney

The Project Management Office (PMO) is dedicated to driving the successful delivery of strategic initiatives across IBA, ensuring projects are well-governed, aligned with organisational objectives and effectively managed from initiation to closure. As the central point for project oversight, the PMO provides structured governance, risk management and quality assurance while embedding best-practice methodologies to support clear, consistent and effective project delivery. The PMO fosters collaboration across business areas and divisions, enabling informed decision-making, streamlined processes and the integration of key functions such as change management, risk management and benefits management. This ensures that all projects contribute to IBA’s strategic goals, performance measures and long-term vision.

Role:
Reporting to the PMO Leader, the Change Manager is responsible for driving change management activities across projects of varying size and complexity, ensuring they progress smoothly from concept to operational integration in line with IBA’s project and change management framework. This role operates within the PMO, ensuring that change management is fully embedded, stakeholders are embracing the change and equipped with the tools to support them.

The Change Manager will oversee both technical and business-initiated changes focused on people, processes and system improvements. With expertise in change management and a strong understanding of project management methodologies, this role will work directly with projects requiring intensive change engagement while also providing consultation, review and advisory support for all national projects as required.

The Change Manager will act as the primary escalation point for change-related risks, ensuring clear governance structures and stakeholder alignment. This role will also lead and participate in stakeholder workshops, change impact assessments and engagement sessions to foster a culture of change, innovation and continuous improvement at IBA. By working directly within the PMO, the Change Manager ensures that all change aligns with IBA’s strategic goals, divisional priorities and project governance frameworks, empowering Aboriginal and Torres Strait Islander people to seize opportunities and achieve their potential.

Duties:
Duties include, but are not limited to:

Strategic Change Management & Integration

  • Developing and executing change management strategy and plans for projects and/or change initiatives.
  • Developing and executing of communication and training plans, including drafting communications, training artefacts and delivering training.
  • Developing and overseeing change impact assessments, including facilitation of stakeholder workshops ensuring alignment and buy-in. Work closely with project sponsors, managers and teams to define and implement change strategies that align with business objectives.
  • Drive a unified approach to change management within the PMO, ensuring it is embedded in project governance and decision-making.
  • Ownership of overall Change Management process leading to achievement of organisation outcomes and benefits.
  • Provide hands-on support for projects with complex change components, focusing on user adoption, business transformation and change resistance management.
  • Ensure no gaps in change planning, identifying risks early and escalating when necessary.
  • Act as the primary escalation point for change-related risks to escalated to the PMO.
  • Ensure alignment between project methodologies and change management frameworks, maintaining governance oversight.
  • Other duties as required.

Stakeholder Engagement & Learning

  • Participate in key project governance and stakeholder meetings to drive change adoption and resolve challenges proactively.
  • Build change management capability and support training and development efforts within project teams, coaching PMs and SMEs on best practices.
  • Drive continuous improvement in change management tools, frameworks and governance practices to align with industry best practice.

 Key Stakeholders and relationship of the role

  • Internal Stakeholders (PMO, Executive Directors, Senior Managers, Team Leaders, Staff members).
  • Project members (Project Managers, Project Owners, Technical Owners, Process & Business Analysts, Architects).
  • IT department (Application, IT Service Management, Integration, Security team).
  • External Vendor teams.

Required capabilities
These are essential unless otherwise indicated.

Qualification

  • Change Management Certification (PROSCI)
  • Project Management Certification (PRINCE2, PMBOK, or equivalent) (highly desirable)
  • Accreditation in team/behavioral profiling (desirable)
  • Accreditation in training/learning management (desirable)
  • Certification in process design, Six Sigma (desirable)

 Knowledge and experience

  • At least 5 years Change Management experience, with at least 5 years demonstrated and proven experience managing large and multiple projects with the ability to demonstrate familiarity with project management approaches, tools and phases of the project lifecycle and working on a wide variety of change.
  • High capability in developing, executing and reviewing high quality change management artefacts including change strategies, communication plans and training plans, working with change resistance, fatigue and facilitating large groups/workshops to achieve outcomes.
  • Experience with organisational wide change within the Government and/or Not for Profit sector.
  • Adequate experience in process mapping, data analysis and systems to undertake effective change impact assessments.
  • Experience working with all levels, as described in the key stakeholder and relationships of the role above.
  • A knowledge of contemporary challenges and issues facing Aboriginal and/or Torres Strait Islander peoples and an ability to communicate with Aboriginal and Torres Strait Islander staff.

  • Excellent written and verbal communication, with the ability to facilitate workshops, deliver presentations and create high-quality documentation.
  • Ability to work in ambiguous environments, maintaining focus and structure even in evolving project landscapes.
  • Self-starter with a strategic mindset, balancing detail-oriented execution with big-picture thinking.
  • Flexible and adaptable; able to work in ambiguous situations and roll up their sleeves to help get the job done.
  • Advanced understanding of how people and projects go through a change and the change process.
  • Exceptional communication skills – both written and verbal and active listening skills to influence others and move toward a common vision or goal.
  • Organised and problem solving with a natural inclination for planning strategy and tactics.
  • Must be a team player and able to work collaboratively with and through others.
  • Highly proficient in Microsoft Office (Excel, Word, PowerPoint, MS Teams and MS Planner).

Aboriginal and Torres Strait Islander Cultural Capability

  • Awareness and understanding of Aboriginal and/or Torres Strait Islander societies and culture.
  • Ability to liaise and communicate sensitively and effectively with Aboriginal and Torres Strait Islander staff.
