Manager, Procurement

IBA Level 6 - $130,538 - $144,922

Adelaide, Brisbane, Canberra, Darwin, Melbourne, Perth or Sydney

Role:
The Manager - Procurement operates under broad direction and is responsible for leading the development and implementation of procurement strategies and contract management frameworks that support IBA’s strategic objectives. This role undertakes complex and sensitive procurement activities, ensuring compliance with the Public Governance, Performance and Accountability Act 2013 and alignment with best practice standards.

The role exercises a high degree of independence and judgment in managing procurement risks, advising senior stakeholders, and driving continuous improvement. They lead initiatives that influence strategic, political, and operational outcomes and is responsible for managing key internal and external stakeholder relationships to ensure value-for-money outcomes and strong governance. They will champion strong procurement practices across IBA and ensure we are delivering against our Contract Management Framework.

Duties:
Duties include, but are not limited to:

  • Lead the development and implementation of IBA’s procurement and contract management strategies, ensuring alignment with legislative and policy frameworks.
  • Provide high-level advice and guidance to senior executives and business units on complex procurement matters and commercial negotiations.
  • Manage and oversee significant procurement activities, including strategic sourcing, tendering, and contract negotiations.
  • Exercise sound judgment in managing procurement risks, probity, and compliance with the PGPA Act and Commonwealth Procurement Rules.
  • Lead the development and delivery of procurement training and awareness programs across the agency.
  • Drive continuous improvement in procurement processes, systems, and documentation to enhance efficiency and governance.
  • Represent IBA in high-level negotiations and forums with suppliers, government agencies, and other stakeholders.
  • Monitor supplier performance and ensure alignment with IBA’s Supplier Governance Framework and Indigenous Procurement Policy (IPP).
  • Lead the review and update of procurement policies, procedures, and templates to ensure best practice and compliance.
  • Prepare high-level reports and briefings for executive leadership and the Board on procurement performance and strategic initiatives.
  • Regular review of all procurement related documentation, including policies, procedures, templates and checklists, to ensure relevance, compliance and best practice is maintained.
  • Management of the procurement pipeline, including roadmap and status reporting for all procurement activities.
  • Oversee management and administration of the Contracts and Sourcing modules of the Enterprise Resource Planning Tool Tech One, ensuring good data practices.
  • Act at the Business and Project Owner for all procurement, contract and sourcing related contracts, technology solutions and software.
  • Other duties as required.

Required capabilities: (Skills, Experience and Qualifications)

Knowledge and experience

  • Bachelor’s degree or higher in a related field such as Business, Commerce or Law.
  • 5+ years in strategic procurement and contract management.
  • Experience with Commonwealth Government procurement frameworks, including PGPA act and other governmental agency requirements.
  • Demonstrated ability to manage high-risk, high-value procurement projects.
  • Experience with Indigenous Procurement Policy (IPP) or special procurement practices.
  • Experience in policy development, board reporting and stakeholder engagement.
  • Formal certifications (desirable):
    • Diploma of Procurement and Contracting (PSP50616)
    • Certificate IV in Procurement and Contracting (PSP40616)

  • Sound interpersonal skills demonstrated by abilities to build and maintain effective working relationships with people at all levels and across all areas of the project, with limited direction or assistance.
  • Demonstrated ability to communicate, liaise and negotiate sensitively and effectively with stakeholders.
  • Demonstrated ability to develop creative solutions in complex environments.
  • Well-developed oral and written communication skills including supportive interaction with all IBA Staff and stakeholders
