Senior Project Manager (Legslation)

IBA Level 7 ($157,690 - $184,761)

Role:
The Senior Project Manager (Legislation) will play a pivotal role in delivering one of IBA’s most significant reform initiatives. This nationally visibly program involves the implementation of complex legislative and regulatory change that will shape IBA’s future direction and capabilities.

Operating within the Project Management Office, the role will provide end-to-end leadership across all aspects of project delivery, including strategy, governance, risk, compliance and stakeholder engagement. It will involve close collaboration with IBA’s executive leadership, federal departments and cross-agency partners to ensure the reform is delivered with integrity and impact.

This role requires a blend of technical expertise, strategic insight and the ability to lead confidently through complexity. It plays a key role in embedding change across financial, operational and cultural domains, ensuring IBA is well-positioned to respond to future opportunities with clarity and purpose.

  • Oversee the design and implementation of complex legislative initiatives that support IBA’s expanded financial mandate, ensuring alignment with strategic, operation and compliance objectives.
  • Deliver high-impact projects from initiation through to operational transition, ensuring scope, budget and timelines are met under structured governance frameworks.
  • Implement structured change strategies to support adoption, reduce resistance and embed reform across systems, people and processes.
  • Ensure benefits are identified, tracked and reported using approved frameworks, contributing to long-term financial empowerment and organisational growth.
  • Lead proactive risk identification, mitigation and escalation aligned with IBA’s corporate risk appetite and audit requirements.
  • Translate legislative change into operational frameworks, ensuring integration with IBA’s systems, policies and financial controls.
  • Prepare briefings, board papers, and decision-support materials that inform and influence executive and ministerial decision-making.
  • Ensure government and compliance, by maintaining documentation, reporting and audit trails in line with PMO and legislative standards.
  • Provide confident leadership in politically sensitive or uncertain environments, maintaining delivery momentum and stakeholder trust.
  • Support the development of project and change maturity across IBA through coaching, knowledge sharing and framework enhancement.
  • Advocate for IBA’s reform agenda in inter-agency, cross-jurisdictional and ministerial settings.
  • Ensure legislative reform supports IBA’s long-term funding model, investments pathways and Indigenous economic empowerment.
  • Identify and lead improvements in project delivery, governance and stakeholder engagement practices.
  • Manage multiple workstreams and stakeholder groups to ensure cohesive, integrated delivery of reform outcomes.
  • Other duties as required.

Required capabilities:

These are essential unless otherwise indicated:

  • Relevant tertiary qualifications, including degree in project management, law, public policy, business or a related field.
  • Demonstrated success leading large-scale reform initiative in public sector environments, including translating legislation into operational framework.
  • Experience managing complex, high-risk projects with full accountability for planning, governance and delivery across multiple streams.
  • Accreditation in change management (e.g. Prosci) and experience leading enterprise-level change in low-maturity environments.
  • Formal project management certification, such as PMP, PRINCE2 or equivalent, with practical application in complex environments.
  • Ability to influence and negotiate with ministers, executives and cross-government partners in high-stakes, politically sensitive contexts.
  • Deep understanding of public sector financial systems, investments frameworks and compliance obligations.
  • Ability to interpret complex policy and legislative changes and design aligned operational and delivery models.
  • Skilled in preparing board-level briefings, risk logs and executive reports that support strategic decision-making.
  • Proficient in applying structured frameworks to manage risk and track benefits across complex initiatives.
  • Proven ability to coordinate with multiple departments and jurisdictions, particularly in finance, treasury and Indigenous Affairs.
  • Demonstrated ability to lead confidently through uncertainty, maintaining structure, progress and stakeholder confidence.
  • Experience building internal capability through coaching, framework development and knowledge transfer.
  • Skilled in managing project requirements from scope through to delivery using structured tools and methods.
