Finance is responsible for ensuring IBA’s budgets and financial management are following the Commonwealth budgetary and financial framework. Finance is also responsible for financial management reporting across IBA’s program delivery branches and subsidiaries.
Role:
The primary focus of the role is to manage IBA’s financial reporting obligations, including oversight of the audit and preparation of the consolidated financial statements. This includes annual financial reporting, management reporting to the Board and its subcommittees and internal reporting to program managers and executives. The emphasis of the role is on accuracy of data and reporting and compliance with accounting standards and other authoritative guidelines as appropriate.
Duties, include but are not limited to:
- Manage and support IBA’s financial reporting functions, ensuring the accuracy and timeliness of internal and external reports, including consolidated financial statements and Board submissions.
- Oversee the preparation of Annual Audited Statutory Financial Statements for IBA, ensuring compliance with accounting standards, audit requirements and Commonwealth regulations.
- Assist with Treasury activities, including bank reconciliation, term deposit management, and cash flow optimisation, to ensure financial stability and efficiency.
- Assist in meeting all finance and accounting related compliance and obligations to ATO, Department of Finance, and ANAO.
- Oversee the reconciliation and audit of the balance sheet and general ledger, ensuring the accuracy and reliability of financial data.
- Oversee the overall monitoring of IBA’s general ledger, associated sub systems, ledgers and interfaces to ensure overall accuracy of accounting reporting, data and records.
- Ensure compliance with all financial obligations, including the preparation and submission of the FBT, GST and BAS returns, and adherence to Commonwealth regulations.
- Collaboration with senior program managers and Executive to provide expert financial and accounting advice and ensure alignment with organisational objectives.

Required capabilities
These are essential unless otherwise indicated.
Knowledge and experience
- Demonstrated experience in Technology One Financial Management Information System (FMIS) or other similar systems.
- Strong knowledge of statutory financial reporting standards, particularly for Commonwealth Authorities.
- High-level of experience in management accounting and reporting, cash management and banking functions.
- Proven understanding of EEO and WHS requirements and demonstrated application of relevant principles and practices in the workplace.
Skills and attributes
- Demonstrated ability to communicate, liaise and negotiate sensitively and effectively with others, including Indigenous communities, individuals and organisations.
- Highly developed communication skills, including orally and writing.
- Advanced analytical and problem-solving skills, with the ability to interpret financial data and influence strategic decisions.
- Advanced technical proficiency, including expertise in Excel, with desired experience with Technology One and Blackline software systems.
- Experience in leading and mentoring a high-performing financial team desirable.
Prerequisite requirements
An Australian recognised business/commerce degree, majoring in Accountancy. Postgraduate study or qualifications (i.e. CPA/CA) will be highly regarded.
